I use Articulate 360 to create Rise and Storyline courses.

I use storyline rise and replay
exactly the same! i'm the sole designer and developer so I love this
I won't say a full 10 as I think it can be a little challenging for people who don't have any experience

for e-learning modules/courses I think this is a fantastic tool - the clarity of the courses how clean the aesthetics are make it very user friendly
