We use it to create eLearning with Storyline and to send review links to SMEs. We are just looking into how we want to use Rise but we haven't started yet.

You need more options to put layers into folders like with Adobe products
Things get weird sometimes when I put them in groups. 50% of my problems with targets and disappearing items come from grouping things

Articulate is well suited for creating interactive e-learning content that requires learner tracking for things like completion and knowledge transfer for quizzes and knowledge checks.
It is not well suited for presentations that needs to be stand-alone presentations outside of an LMS.
I use Storyline 360 to develop online courses for a variety of fields. I use Rise 360 to allow reviewers to review the courses from their own locations.

I think it's great for overall training development. I have also used Captivate for years and there are some things that Captivate does better, but overall, Storyline is my first choice when the client allows for a choice.
