NeverBounce a ZoomInfo company comes as a part of ZoomInfo subscription and companies can separately go for it. It is well suited for those companies that use ZoomInfo for prospecting and should upgrade to the package that contains NeverBounce a ZoomInfo company. It may be less suited for companies that dont do outbound marketing (new startups)
It is great to use when a single email address is needed and for bulk leads as well. It has great integration with the third party tools that makes it easy to manage things and keep track of things. We can even generate campaigns through this.
NeverBounce is a good tool, but many products execute the same thing on the market - validating email data. The customer support with NeverBounce is not as good as other tools, but as there is rarely a need to use customer support, it is not a massive issue to use the tool.

I use both Neverbounce and Bouncer, and both solutions have very similar performance. NeverBounce is probably a slightly more expensive solution than Bouncer, but its performance is good, and you can validate email data quickly with little or no fuss, which is why we use it as an agency.
I've used a handful of other products, one is called Hunter.io. Another is called BuzzStream. Both have their advantages. Hunter we've used as a backup to finding emails if VoilaNorbert can't find them. BuzzStream does have nice email finding capabilities, but they are also more robust from an emailing and tracking perspective. I know that VoilaNorbert has some of that functionality but BuzzStream's is more intuitive. But I think VoilaNorbert's email address capabilities are probably faster/better than the other two.
