If the rules are going to be managed by IT people JBoss BRMS is good enough, if you're looking for a tool that will be used only by business analysts, you'll probably like to find for another BRMS

Alternatives Considered
We were striving to automate the entire process because our core firm focuses on the recruitment process, as I indicated previously. Comprehensive automation, on the other hand, is unthinkable in our sector. As a result, we went with Red Hat Decision Manager, which has handled almost all of our business rule management difficulties. In order to close candidates, we were also able to automate decision-making.
